HB2 Certification Requirements

HB2 Certification Requirements Plan

House Bill (HB) 2 was enacted by the 89th Texas Legislature during the 2025 Regular Session and signed into law by Governor Greg Abbott. HB 2 established new certification requirements for teachers and placed limitations on the ability of districts to continue exempting Foundation Curriculum teachers from certification requirements through a District of Innovation (DOI) plan.

Subsequent guidance issued by the Texas Education Agency (TEA), including correspondence dated August 21, 2025, and October 16, 2025, outlined the phased implementation of these requirements and the process by which school districts may request approval from the Commissioner of Education to delay full implementation of certification requirements for Foundation Curriculum courses (English Language Arts and Reading, Mathematics, Science, and Social Studies) through the beginning of the 2029–2030 school year.

Beaumont Independent School District currently employs a significant number of teachers serving in an uncertified or intern status who are assigned to Foundation Curriculum courses and are actively progressing through approved certification pathways. In order to maintain instructional continuity, staffing stability, and compliance with state law while supporting these educators toward full certification, Beaumont ISD has developed a comprehensive Certification Transition and Support Plan outlining a structured, measurable pathway to full compliance by the 2029–2030 school year.

As required by TEA, this plan documents current uncertified assignments, identifies educator preparation program partnerships, establishes annual transition benchmarks, and outlines monitoring and accountability measures. On February 19, 2026, the Beaumont ISD Board of Trustees reviewed and approved the District’s HB 2 Certification Transition and Support Plan and authorized submission of the District’s application to the Commissioner of Education requesting an extension to implement HB 2 certification requirements for Foundation Curriculum courses.
