John W. Frossard, Ed.D.
Dr. John W. Frossard was named as Superintendent of Beaumont ISD on May 6, 2015. His primary goals for BISD are to expand academic and vocational opportunities for students, increase student achievement, create safe and secure learning environments, attract and retain outstanding employees, initiate reading interventions in the early grades, implement appropriate applications of instructional technology, transform the district's financial condition, enhance community collaboration opportunities, improve external audit results and financial ratings, and restore public trust.
Dr. Frossard’s experience runs the gamut - he has more than 30 years in education as a teacher, principal and school administrator. He has served as superintendent of four public school districts and as chief academic officer, chief human resources officer, and assistant superintendent for Fort Bend ISD, Sugar Land, Texas.
Prior to this, Dr. Frossard served as the first principal of four new high schools in Virginia. They included three comprehensive high schools and one advanced technology center with two being majority-minority schools. Before entering the field of education, he began his professional career in banking as an internal auditor.
Dr. Frossard received his doctor of education degree in school administration from the University of Virginia. He also holds a master’s degree in secondary education with a specialization in the instructional applications of computers and a bachelor’s degree in business administration.

5. In order to prepare our next generation to become responsible citizens, we should work collaboratively with our families and community partners.
BISD will actively collaborate with families and community partners to maximize opportunities for the success of our students.
6. We should be fiscally responsible and accountable to the public.
BISD will implement financial procedures and internal controls to ensure fiscal responsibility.
